its been awhile since i played but there is a way through the sewers so i forgot exactly wich manhole cover it was-have him start from the police station and work his way back through the city till he finds a manhole cover he can use to get into the sewers-it will be on a side street not the main street and i thinks a fair ways away but there is one that i remember using that leads to the alley behind the police station
