I recently got the first Deus Ex for pc and it is running fine however when characters are engaged in conversation there are unnaturally long pauses between what one character says and the other character's reply. Apart from that the game is fine but its just so irritating when you want to get on with the game. I am playing it on my vista 32-bit home premium. It sounds from the symptoms that you require more RAM so the game can run faster.
How much RAM do you have? A normal Vista pc ought to have at least 2GB and for games, 3Gb would be better.
